NoWcard has been set up jointly by Cumbria and Lancashire County Councils; and Blackburn with Darwen Borough and Blackpool Councils in conjunction with the Local Authorities of Lancashire and Cumbria. Working closely with bus operators and other agencies, each local authority will be issuing NoWcard England National Concession Travel Passes and equipping buses with new upgraded ticket machines all under the NoWcard banner.

Holders of Elderly NoWcards issued by Blackburn enjoy:

What is a local bus service? - A local bus service would include any type of town bus service; a rural service which observes all bus stops and interurban services observing all bus stops and which may include a limited stop section of route where the distance between stops is within 15 miles (21.4 kms).

Services which observe stops over 15 miles (21.4 kms) apart are regarded as "Express services", for example National Express or Megabus.com services, and are therefore excluded from the English National Concession scheme. Some operators choose to offer a concession please contact the bus operator for further details.

The NoWCard is available for persons from the age of Five who are disabled under one of the following criteria:

• Registered Blindness 
• Registered or acknowledged loss of hearing/Deafness
• Without Speech/ Speaking Disability
• Learning Disability
• The loss of or without the use of both arms
• Disability or injury adversely affecting your long term ability to walk.
• Refusal of grant of a driving licence
