Children's Disability Service (Social Care)
The Children Act 1989, Section 17 places a duty on local authorities to undertake an assessment of need for children identified to be a ‘Child in Need.’ The Act identifies a child with a disability to be a Child in Need.
Blackburn with Darwen has a wide range of universal and targeted support services and activities for children with SEND which do not require referral form Children’s Social Care. These are detailed within the Short Break Statement and Local Offer. If your child’s needs cannot be met through these services and you would like assessment by Children’s Social Care then contact should be made with the CADS Team.
Assessment is via a Child and Family Assessment (which includes a Carers Assessment). For children who have a mild or moderate disability, this assessment is carried out by a Social Worker within the Duty and Assessment Team. Children who have a severe or profound disability will have an assessment carried out by a Social Worker in the Children's Disability Service.
On completion of the Assessment, the allocated worker will discuss which services would best meet your child’s needs and you are offered discussion around choices and services that best suit your family.
Children’s Social Workers work closely with the Adult Learning Disability Service to plan the transition from Children’s to Adult Services from 17 years onwards if it is believed your child requires ongoing support.
If your child has continuing needs and receives a service from the Local Authority Children’s Services, they will have a named allocated worker.
If the Child and Family Assessment identifies that your child does not have a need for a specialist service from the Local Authority, you will be supported to access other universal or targeted services in your local community.

Community interest company, Personalising Freedom, and charity, Rummage Rescuers, have launched the Inspiration Station. This is a meeting place for those with care needs and disabilities. The Inspiration Station will provide access for people to engage in group activities, to learn life skills, have a safe space to relax and to be creative and socialise. The centre has a sensory room and soft play chill-out room, and aims to support learning and independent living skills.

Families can self-refer by contacting the CADS Team on 01254 585585. Any referrals by a professional involved with the family must be via a CAF and sent to CADS, Duke St, Blackburn BB2 1HD with consent from parents.
